Surah Al-Mumtahana (الْمُمْتَحِنَة) is the 60th chapter of the Quran and derives its name from the word "Al-Mumtahana," which means "The Woman to be Examined," which references the examination of the faith of emigrant women which is mentioned in 60:10. The Surah is situated in the 28th Juz (Para) and consists of 13 verses (ayah) divided into 2 Ruku (sections). It follows Surah Al-Hashr and precedes Surah As-Saff. Scholars unanimously agree that Surah Al-Mumtahana is a Madni Surah, revealed during the Prophet Muhammad's (ﷺ) time in Medina after his Hijrah from Makkah.
The historical context of Surah Al-Mumtahana is intricately linked to the early period of time after the Muslims' migration to Madina. The revelation of this surah occurred around the time of the Treaty of Hudaybiyah. After their hijra from Mecca, the Muslim community in Medina had to deal with many issues, one of which was how Muslim women refugees from Mecca were to be treated. And new questions arose about their status and under what circumstances it is permissible to include them among the Muslims. The surah gives specific instructions on how they can go about the situation and, at the same time, protect themselves and treat them fairly, knowing that they can betray, doubt, and break the bonds of loyalty, faith, and community relations.
A key verse in this Surah 60:8 states, "Allah (سُبْحَانَهُ وَتَعَالَى) does not forbid you from those who do not fight you because of religion and do not expel you from your homes—from being righteous toward them and acting justly toward them. Indeed, Allah (سُبْحَانَهُ وَتَعَالَى) loves those who act justly". This verse underscores the concept of equity and right actions towards anyone, whether Muslims or non-Muslims, provided such people are not enemies of society.

Surah Al-Mumtahina was revealed sometime after the historic Treaty of Hudaybiyah and before the conquest of Mecca. The revelation of this Surah is associated with two historic incidents that hold great significance in Islamic history. Through the revelation of this Surah, some very important principles pertaining to interpersonal relationships in an Islamic society were set.
The first incident that necessitated the revelation of this Surah pertains to a mistrustful activity by one of the companions of the Prophet Muhammad صَلَّى ٱللَّٰهُ عَلَيْهِۦ وَسَلَّمَ, namely Hatib Bin Abi Balta'a. While he was in Medina, his family was stranded in Mecca. When the Prophet was planning, Hatib Bin Abi Balta’a secretly wrote a letter to the leaders of Quraysh in Mecca, informing them that the Muslims were going to attack them. The suspicious letter was given to a woman, who left Medina to deliver it to the chiefs of Quraysh. His intention was to get a favor for his family in the event of any war between the Quraysh and the Muslims. The Prophet got this information, most probably through Divine Revelation. He deputed Hazrat Ali رَضِيَ ٱللَّٰهُ عَنْهُ to get hold of that woman. Hazrat Ali رَضِيَ ٱللَّٰهُ عَنْهُ successfully retrieved the letter from that woman. When asked, Hatib Bin Abz Balta’a confessed to his wrongful act. This incident is also mentioned in detail in Hadith 3007 of Sahih Al-Bukhari.
The second reason behind the revelation of this Surah belongs to those women who were migrating from Mecca to Medina to embrace Islam. According to the Treaty of Hudaybiyah, Muslims were bound to send back to Quraysh those persons who had migrated to Medina, and this was being done in the case of men. However, the situation was dramatically changed when women started migrating from Mecca to Medina. The changed scenario demanded fresh and clear instructions from the Prophet.
With that historical background, Surah Al-Mumtahina was revealed to address both the above-mentioned issues. The suspicious letter written by Hatib Bin Abi Balta’a has been mentioned in the first part of this Surah, declaring it a grave mistake that might have resulted in bloodshed had it not been detected at the earliest stage. The Surah also declares that those who fight against the cause of Allah سُبْحَانَهُۥ وَتَعَالَىٰ can never be the friends of those who are fighting for the sake of Islam. Instead, they are and will always be the enemies of the believers. Hence, believers should not take their side under any circumstances.
The case of women migrating from Mecca to Medina is also addressed in this Surah. It is commanded that Muslims should not send such women back to Mecca; instead, they should be taken care of by the Muslims of Medina. Going further, it is instructed that the faith and credibility of these women must be examined thoroughly. Once it is established that they are firm in their belief, their marriage with disbelievers of Mecca stands nullified, and Muslims are allowed to marry them. In this way, the status of women migrating from Mecca to Medina was elevated by safeguarding their status in the Islamic society. The last part of this Surah also provides a comprehensive draft of “baiyat”, which these women would require to take in front of the Prophet, historically known as “baiyat an-Nisa". It includes affirmation of firm belief in Oneness of Allah سُبْحَانَهُۥ وَتَعَالَىٰ, refraining from wrongdoings like theft and fornication, not killing their children, not wrongfully accusing others, and remaining completely obedient and loyal to the Prophet Muhammad صَلَّى ٱللَّٰهُ عَلَيْهِۦ وَسَلَّمَ.
Surah Al-Mumtahina is a Madni Surah, revealed sometime between the conquest of Mecca and the Treaty of Hudaibiyah, i.e., between 6 and 8 AH.

With reference to the incident of Hatib Bin Abi Balta’a, the believers are provided with clear guidance on maintaining loyalty or making alliances with disbelievers. The guiding principles in this context are clarified with the instructions to remain loyal only to Allah سُبْحَانَهُۥ وَتَعَالَىٰ and His Cause, and with the Prophet Muhammad صَلَّى ٱللَّٰهُ عَلَيْهِۦ وَسَلَّمَ. The natural alliance for a Muslim is defined as with those who fight in the Way of Allah, سُبْحَانَهُۥ وَتَعَالَىٰ, and not with those who fight against the Cause of Islam. The loyalty and alliance should never be based on blood relations.
The Surah also provides valuable guidance on maintaining a reasonable and balanced relationship with non-Muslims. Islam does not prohibit keeping friendly and peaceful relations with non-Muslims (disbelievers) but restricts it only to those who are not involved in fighting against Islam and Muslims, and more importantly, in the context of the then prevailing circumstances, who were involved in expelling Muslims from their homeland (Mecca). Under the current scenario, it teaches Muslims not to indulge in unnecessary conflicts with non-Muslims, who are not involved in any hostile activities against Islam and Muslims. Muslims are encouraged to maintain good relationships with such nations and communities, unless they conspire against Islam.
Surah Al-Mumtahina emphasizes that the protection of one's faith and identity as a Muslim must be the first priority of a true believer. This cannot be and must not be compromised under any circumstances, even if it involves family, friends, or any other tribal affiliation. All these ties do not matter when it comes to maintaining and protecting our faith and Muslim identity.
This Surah specifically deals with the very sensitive matters associated with the women who migrated from Mecca to Medina after embracing Islam. By addressing their issues, the Surah has, in fact, outlined guiding principles to protect the dignity and rights of women. When a woman embraces Islam, the Surah guides us that all her previous relations, especially marriage, are invalid. Muslims were encouraged to marry such women. It not only protects their dignity and status in the Islamic society but also helps them start a new life, based on faith in Islam.
Surah Al-Mumtahana addresses several key themes and subjects essential for the Muslim community, especially in the context of its socio-political environment during the time of revelation:
In Medina, after the hijra of the Muslims from Mecca, some problems arose concerning the position of Muslim women among the new Muslims. Allah provides them with the right direction and that which is suitable as regards them in Surah Al-Mumtahana. This theme provides a foundation of acceptance for the integration of new members and may also contribute to the development of feelings of security and acceptance.
The surah also has a clear message to the believers, which is to remain steadfast and be truthful. It calls on the believers to be wary of those who might have ill intentions towards the religion and the people of Islam (60:13). Surah Al-Mumtahana explains the correct Islamic conduct as demonstrated by Prophet Ibraheem (AS) when it becomes necessary to cut off all relations with disbelievers, including immediate family. The story of Prophet Ibraheem (AS) turning his back on his own father's polytheism is a clear lesson that submission to Allah should always come first before the ties of blood relationship whenever conflict arises.
The surah also emphasizes the sovereignty of Allah (سُبْحَانَهُ وَتَعَالَى) and His foreknowledge of incidents(60:1).
