(22) بَابُ: {وَكَانَ عَرْشُهُ عَلَى الْمَاءِ}، {وَهُوَ رَبُّ الْعَرْشِ الْعَظِيمِ}
Narrated Abu Huraira:
The Prophet (ﷺ) said, "When Allah had finished His creation, He wrote over his Throne: 'My Mercy preceded My Anger.'
