The Pharaoh had led his people astray, and did not rightly guide them.

'Abdullāh Ibn 'Abbās / Muḥammad al-Fīrūzabādī
تفسير : (and pharaoh led his folk astray) pharaoh destroyed his people in the sea, (he did not guide them) he did not save them; it is also said that this means: he misguided them regarding allah's religion and did not guide them to the truth.
Jalāl al-Dīn al-Maḥallī
تفسير : and pharaoh led his people astray, by calling them to worship him, and he did not guide them, nay he led them to destruction, in contrast to what he said [to them], and i guide you only to the path of rectitude [q. 40:29].
