The dua for wearing a garment was taught by Prophet Muhammad (ﷺ) and has been reported by the most authentic ahadith records from multiple sources. One narrator of this dua is Ali Ibn Abi Talib, and it is reported in Musnad Ahmad (1355) that Abu Matar said that he witnessed Ali (رضي الله عنه) recite this dua after putting on a new chemise. The same has been reported in Mishkat al-Masabih 4373.
The second narrator of this dua is Umar b. al-Khattab. It is reported in Sunan Ibn Majah (3557) that Abu Umamah said that Umar bin Khattab (رضي الله عنه) put on a garment and recited the dua mentioned above. Abu Dawud al-Sijistani wrote in Sunan Abi Dawud (4023) that Mu'adh ibn Anas (رضي الله عنه) reported that he heard this dua for wearing a new garment from the Prophet Muhammad (ﷺ).
