تفسير : (and lo, thy lord! he is indeed the mighty) in retribution against the disbelievers, (the merciful) towards the believers, since he saved them from drowning.

تفسير : and surely your lord, he is the mighty, for he wrought vengeance upon the disbelievers by drowning them, the merciful, to believers, delivering them from drowning.
