Whether you say a thing secretly or openly, He knows the innermost secrets of your hearts.

Tafseer
'Abdullāh Ibn 'Abbās / Muḥammad al-Fīrūzabādī
تفسير : (and keep your opinion secret) about muhammad (pbuh) through your treachery and betrayal (or proclaim it) through war and fighting, (lo! he is knower of all that is in the breasts (of men)) he is the knower of what is in people's hearts of good and evil.
Jalāl al-Dīn al-Maḥallī
تفسير : and [whether you] keep secret, o people, your speech or proclaim it, he indeed, exalted be he, is knower of what is in the breasts, of what they contain: so how much more so [is he knower] in the case of what you utter [openly] — the reason for the revelation of this [verse] was that the idolaters said to one another: ‘speak secretly, and muhammad’s god will not hear you’.
Ali ibn Ahmad al-Wahidi
تفسير : (and keep your opinion secret or proclaim it…) [67:13].
said ibn ‘abbas: “this was revealed about the idolaters who used to slander the messenger of allah, allah bless him and give him peace. gabriel, peace be upon him, informed him about what they said about him and the things with which they slandered him. some of them used to say to others: ‘lower your voices lest muhammad’s allah hears you’ ”.
